0. Answers in brief

  1. The public record I could reach is too thin to rank the skills with confidence.
    • I found 5 reports from 2024 to 2026 that name a skill below NCLC 7: 3 on TCF and 2 on TEF.
    • Three of the 5 are second-hand summaries, and one of the TEF reports gives no level.
    • No official body publishes score distributions by skill.
    • [H for the counts; L for any conclusion drawn from them]
  2. TCF Canada:
    • Speaking was the skill below NCLC 7 in 2 reports, listening in 1, and reading and writing in none.
    • One speaking miss was 9/20, one mark short. The other was below B2, which means 9/20 or lower.
    • Three prep providers name listening as the TCF trap. None names another skill for TCF alone. [L]
  3. TEF Canada (tests from 11 Dec 2023):
    • Speaking is the only skill named:
      • one candidate was retaking TEF because speaking was the weakest skill;
      • a second-hand report describes a speaking score lower than the candidate expected, with no level given.
    • Four providers name a TEF bottleneck (one of them for both tests). All four name speaking, and two also name writing.
    • No report of a TEF taken before 11 Dec 2023 gave a skill-level result. [L]
  4. Comprehension data (one mock-test dataset, 2,091 scored sections, Sep 2025 to Sep 2026):
    • The dataset finds no skill that systematically holds candidates back. Listening was the lower of the two comprehension sections in 52.1% of TEF sittings and 49.4% of TCF sittings.
    • It does not publish writing or speaking results. [L–M]
  5. Candidates who sat both tests: I found 0 paired per-skill score sets.
    • Two accounts say TCF was easier. One was seen only through an earlier search summary; the other is a husband reporting his wife's view.
    • One account, from the same earlier search summary, says TCF is hard for weak listeners.
    • One native English speaker missed the target on a TEF and then a TCF before passing TEF on a third try.
    • These accounts cannot show which test gives the higher NCLC in each skill. [L]
  6. What it changes:
    • Nothing in these counts overturns the plan based on test structure: TCF as the primary test, and TEF as a hedge for listening (team report policy-retake-comparison.md §4.5–4.6).
    • The counts do warn against taking hours away from speaking: both TCF speaking misses were at 9/20 or just below it.
    • See §7. [L, inference]

2. Official statistics by skill: none published

Body What I found Confidence
FEI (TCF) The site blocked automated reading (ERR-BOT-403). The team's notes on FEI's 2024 candidate manual list rules, an NCLC table and sample items, but no statistics (team report tcf-format-scoring.md, citing the manual mirror) H that the site is blocked; M that the manual has no statistics
LFA (TEF) 2025 key figures, published 5 Feb 2026 (page, PDF), all for 2025:
- 130,500 candidates for TEF and the professional-French diplomas (DFP), up 15%.
- Share of TEF candidates by product: TEF Canada 47%, TEF Intégration Résidence Nationalité 35%, TEF Québec 13%, TEF Études 4%.
- 550 centres in 120 countries.
- Leading countries of sitting: Canada, France, Cameroon, Côte d'Ivoire, Haiti.
Not given: score distributions, pass rates, or any breakdown by skill
H for the figures. M that the country list belongs to TEF: the PDF has two lists, and the other (France, Switzerland, Italy, USA, Tunisia) fits DFP
IRCC Publishes conversion tables only. NCLC 7 on TCF: CO 458–502, CE 453–498, EE and EO 10–11. On TEF's "ancien score" column: CO 249–279, CE 207–232, EE and EO 310–348 (IRCC language testing, modified 2026-10-16) H

Why this matters. The leading TEF countries are Canada and francophone countries, and the TCF vendors' testimonials (§4.5) also come from francophone candidates. Even if official distributions existed, they would mostly describe francophone candidates, not English-speaking beginners [M].

3. The one dataset with numbers (listening and reading only)

Source: mocko.ai statistics. Full-length mock tests on the platform, 11 Sep 2025 to 10 Sep 2026: 2,091 scored sections from 1,523 sittings (1,211 TEF, 312 TCF) by 693 candidates [H for the figures; L–M as evidence about the real tests].

Measure TEF TCF
Listening sections at B2 or above 25.6% (n = 759) 19.5% (n = 149)
Reading sections at B2 or above 23.1% (n = 942) 23.7% (n = 241)
Listening was the lower section, in sittings with both 52.1% (490 sittings) 49.4% (78 sittings)
Both sections at B2 or above 19.0% 23.1%

What the platform itself concludes and admits:

4. Candidate reports, counted

4.1 TCF Canada, results reported 2024–2026

# Source Date What was reported Skill below NCLC 7
1 CanadaVisa, TCF Reevaluation (thread, via RSS) Last activity 13 Dec 2024 Fell short of B2 in speaking; asks about the odds of re-marking. On TCF, below B2 means 9/20 or less, which is NCLC 6 or lower EO
2 tcftefprep summary of a public post, AF Toronto (page) Apr 2026 Speaking 9 with one examiner; 10 at a re-sit about 3 weeks later with another examiner EO (first sitting), second-hand
3 tcftefprep summary, AF Toronto (page) Feb 2026 One candidate failed listening while passing the other sections CO, second-hand
4 tcftefprep summary, AF Montréal (page) May 2026 Speaking 10; passed overall none (EO exactly at the line)
5 CanadaVisa, Applying for FSW while inside Canada on a PGWP (thread, via RSS) 26 May 2026 IELTS 9; CLB 7 on TCF, giving the 50-point French bonus none
6 CanadaVisa, FSW Feb 2026 AOR (thread, via RSS) 16 Mar 2026 US resident of Chinese origin; TCF scores 644, 546, 17 and 15, unlabelled. That is NCLC 10, 9, 10 and 9 whichever skill each belongs to none
7 CanadaVisa, PNP or French? (thread, via RSS) Oct 2026 B2 in all four skills. The same poster names the TCF in two other threads (1, 2) Not countable. B2 covers 400–499 in CO and CE, which straddles the 458 and 453 cut-offs
8 Mes4C2 testimonials, 6 with per-skill levels (home page) Mar–Oct 2026 Candidates in Cameroon; every one at NCLC 7 or above in every skill reported none

Outside the window: an immigrer.com post from 9 Feb 2021 gave CO 448, CE 472, EE 13 and EO 17. CO 448 is B2 but NCLC 6, so listening was below (thread) [H for the post].

Worry, no result: one candidate kept practising Task 3 essays until they reliably scored 12, to have a margin over 10/20 (thread, 20 Mar 2026).

4.2 TEF Canada, tests from 11 Dec 2023

# Source Date What was reported Skill below NCLC 7
1 CanadaVisa, TEF (thread, via RSS) Last activity 17 Sep 2024 Plans to retake TEF; says speaking is their weakest area; wants a study partner EO (implied by the retake)
2 tcftefprep summary, Oakville (page) Feb 2026 The candidate felt the speaking score did not reflect their preparation, and the examiner repeated the same prompt. The summary suggests a re-sit EO? Level not given, second-hand
3 CanadaVisa, Francophone Mobility Work Permit but Job in English (thread 878473, via RSS) 11 Mar 2026 NCLC 5 in listening and speaking Not counted: the target was the NCLC 5 work-permit bar, not NCLC 7

Perception only, no result:

Dating: thread 854772 is newer than a thread describing a May 2024 test (thread 851919), and the summaries are from 2026. These tests were therefore most likely in the new format, although the test dates are not shown [M].

4.3 TEF Canada, tests before 11 Dec 2023

# Source What was reported Skill below NCLC 7
1 CanadaVisa, I passed TEF. It's possible. (thread, last activity 6 Apr 2025) Native English speaker on a third attempt, after a TEF and then a TCF. Final TEF: three C1 and one high B2 The earlier misses are not described in the preview
2 CanadaVisa, TEF: a complete guide to score C1 in writing section (thread) Self-taught learner; the results table is cut off in the preview —

Dating: test dates are not shown. Both thread numbers are far lower than those of the 2024 threads, so the tests were most likely in the old format [L].

4.4 Tally of skill-level shortfalls (target NCLC 7)

Test CO CE EE EO Reports with all four at NCLC 7+
TCF Canada, 2024–2026 1 (second-hand) 0 0 2 (1 own, 1 second-hand) 3 posts and summaries, plus 6 Mes4C2 testimonials
TEF Canada, tests from 11 Dec 2023 0 0 0 1 (+1 second-hand, no level given) 0 with per-skill data
TEF Canada, tests before 11 Dec 2023 0 0 0 0 1 (third attempt)
TCF, 2021 (outside window) 1 0 0 0 —

4.5 In passing reports, which skill was closest to the line (TCF only)

No passing TEF report gave per-skill numbers.

CanadaVisa and tcftefprep posts

Mes4C2 testimonials (Mes4C2):

Across these 7 cases:

These candidates are francophone and the vendor chose the testimonials, so this says little about an English-speaking beginner [L].

5. Candidates who sat both tests

# Source What it says Per-skill comparison?
1 CanadaVisa, My experience with TEF Canada and TCF Canada… (thread, last activity 1 Dec 2025) The poster took both tests for the 50 French points and compares them. The conclusion is cut off in the RSS preview No
1a The same thread, seen by an earlier team run only through a search summary One candidate found TCF Canada more accessible than TEF; another found TCF hard for weak listeners (team report exam-analysis.md, source S56) No [L]
2 CanadaVisa, I passed TEF. It's possible. (thread) Native English speaker: TEF, then TCF, then TEF passed with three C1 and one high B2. The TEF attempts were probably in the old format (§4.3), which adds uncertainty No
3 CanadaVisa, TCF French Exam (thread, last activity 23 Dec 2024) The poster's wife took TCF and finds it clearly easier than TEF, at least for B2, though perhaps not for C1 or C2. The preview does not show that she also took TEF No
4 CanadaVisa, Tef/tcf which is easy? (thread, 22 Dec 2025) Question only; no answers are visible No

Result: 0 paired per-skill score sets.

6. What prep providers claim (no data cited)

Provider (date) Test Skill named as the usual shortfall Basis given
tcftefprep (13 Jul 2026, updated 21 Jul) both Writing or speaking; most candidates miss on just one skill none
frenchforpr (26 Aug 2026) TEF Speaking or writing none. The same school's TEF vs TCF page also says candidates most often miss by one level in writing or speaking (team report policy-retake-comparison.md §4.4)
Horizon Franco (28 Jul 2026) TEF Speaking fluency, which it calls the paper where candidates get stuck none
Mocko blog (27 Jul 2026) TEF Speaking: most candidates plateau at NCLC 5 because of how they handle the tasks, not because of their French none
PrepMyFrench (18 Jul 2026, updated 3 Aug) TCF Listening, in the last 10 questions (radio clips). Claims 80% of Express Entry candidates lose their chance there, without a source, and confuses CLB 9 with NCLC 7 none
HiTCF (15 Mar 2026) TCF Listening, which it calls the most underestimated section and the easiest to lose. Says many candidates are stuck at CLB 5–6 its own unpublished user data
tcfcanada.ai (5 Oct 2026) TCF Listening, because each clip plays only once (a point about format) none

Counts

A structural reading that fits these claims [L, my inference from the cut-offs in team report policy-retake-comparison.md §4.1]:

7. What this means for the course [L, inference]

  1. Keep TCF Canada as the primary test.
    • Five public reports are too few to override the structure-based case (team report policy-retake-comparison.md §4.5–4.6).
    • What there is does not contradict it: TCF's reported misses fall in listening and speaking, and none in writing.
  2. Make listening the largest single block, aimed at TCF questions 20–29.
    • The case for this:
      • the providers' consensus (3 of 3 who name a TCF skill);
      • one report;
      • the mock data, which put the lower comprehension section in listening about half the time.
  3. Do not pay for listening by cutting speaking.
    • Two of the three TCF shortfall reports are speaking at 9/20 or below, and one of them is exactly 9. A third summary reports a pass with speaking exactly at 10.
    • FEI has suspended re-marking of writing and speaking for sessions from 1 Sep 2026, so a December 2026 mark is final (team report tcf-format-scoring.md, citing FEI and Concordia).
    • Train for 12/20 in speaking and writing, not 10, as one candidate did for writing (§4.1).
  4. Treat a TEF sitting as a listening hedge only.
    • Book it if listening is the lowest skill in the full mock tests.
    • If speaking is the weakest skill, TEF adds little:
      • every TEF report that names a skill names speaking;
      • so do the three TEF-specific providers in §6;
      • TEF's speaking cut-off (456/699) sits in the upper half of B2 (LFA NCLC chart).
  5. Let the learner's own mock results decide.
    • Five public reports cannot outweigh the learner's own full mocks.
    • Record the NCLC for each skill at every full mock. Move extra hours to whichever skill is lowest.
    • Make the TEF booking decision at the first full-mock checkpoint.
